Microsoft is kicking off the Xbox Live Arcade Awards on March 3rd at 10 AM GMT and voting will end on March 10th. It won't be on Xbox.com or any other website; Microsoft is instead using the Spotlight area of the Xbox Live Dashboard for the voting process. So you'll need an Xbox 360 hooked up to the internet to participate.
